L&M Keating were contracted by Waterways Ireland to dredge 5,500m3 of contaminated and non-contaminated deposits from the Grand Canal in Dublin City Centre. The site is extremely congested due to its location in City Centre, adjacent to a busy Luas stop, crossing Luas lines and the South Ring Road running along the South bank of the Canal. Access was further limited by an on-going cycle path contract under construction along the North bank of the canal. A traffic management plan was designed and implemented to facilitate Luas movements, Canal Navigation, pedestrian traffic, vehicular traffic and construction traffic from both our own and neighbouring contracts. The Traffic Management Plan was agreed with An Garda Siochána, Dublin City Council, Waterways Ireland and Veolia (Luas). As the canal is a rich source of biodiversity including a world endangered species of snail, the Myxas Glutinosa and the Groenlandia Densa plant. The snail was present immediately downstream of our site, requiring impeccably clear, unpolluted, calm water. To protect these and other species, it was required to defish and dewater the canal between locks. 24hr mechanical pumping would have been obtrusive to neighbouring hotels and residents as well as being environmentally insensitive. L&M Keating instead proposed and implemented a syphon system which required no pumping and ran continuously throughout the project. In additional we installed silt screens and adjusted our programming to use locks as settlement lagoons. The above mentioned access restrictions meant that there was no facility to excavate from nor store material on the banks. To carry out the work we commissioned the construction of a 20t amphibious swamp excavator complete with 18m long reach boom. This low bearing pressure excavator allowed us to track on the canal bed without damaging the clay liner. The material was segregated on site of household waste and recyclables. The spoil was then loaded directly into sealed tippers on the road side. The material was then taken to a licenced waste facility with chain of custody documentation as per our Waste Management Plan. |
